A question often asked by collectors is why are there certain numbers missing from the Scott's catalog? Scott's saves numbers anticipating certain stamps the government has indicated will be printed. When those stamps are not printed Scott has extra numbers. Also, when the postal service prints unplanned varieties Scott must come up with extra numbers where they do not exist. That is were the letters, like 78b come into existence. |

The Washington/Franklin head period was a time when the U.S.P.S. was experimenting with a wide variety of perforations (8 1/2 to 12) and watermarks (none, single, & double). There was also offset, rotary, and flatters printing processes in use. Even papers were experimented with (bluish). Many collectors unfortunately over look the W/F heads because of the sameness of design and difficulty in proper identification. As future collectors become more knowledgeable about the W/F heads interest in them will grow. |
